Our partner

The Licensed Adult Residential Care Association (LARCA) is a nonprofit membership organization representing Los Angeles County owners and operators of Adult Residential Facilities and Residential Care Facilities for the Elderly. Many of these facilities serve residents who rely on public benefits and are living with serious mental illness, providing stable housing and daily support for individuals who may otherwise be at significant risk of homelessness or institutionalization.

How we helped

Daley Strategies worked with LARCA to build greater understanding among policymakers about the role licensed care facilities play in Los Angeles County’s continuum of care and the challenges threatening their long-term sustainability. Our team has engaged 50 government offices across the local, state, and federal levels, coordinated facility visits that allow elected officials and staff to see the model firsthand, and helped connect LARCA leadership directly with decision-makers shaping mental health, housing, and human services policy. We also worked with the Governor’s Office and legislative leaders to identify policy solutions that strengthen the financial and operational stability of facilities serving low-income residents and individuals with serious mental illness.

Highlights

Daley Strategies helped identify allies for the needs of licensed adult residential care facilities, including a partnership with Assemblymember Rick Zbur, who authored legislation supporting the providers. Through sustained outreach and direct engagement with policymakers, LARCA strengthened its visibility as an advocate for facility operators and the residents they serve, helping ensure that board-and-care facilities are recognized as an essential part of Los Angeles County’s strategy to prevent homelessness and support people with serious mental illness in community-based settings.
